Summary About the Position: As a Budget Analyst for Portland District. You will perform a wide range of a Budget Analyst duties for the administrative and analytical duties in the formulation, presentation, and execution of the Portland District Command Operating Budget. Responsibilities Develop data bases in the Corps automated accounting system. Participate in briefings to District Financial Manager, Commanding Officer and Operating Officials on budget and financial analysis findings. Maintain fiscal control over current civil works allowances to the project level. Review and edit budgets, actual cost versus proposed estimated costs, and variances submitted by agency program managers, and budget analysts Monitor account balances in Revolving Fund to assure sound cash management. GS-12 level Specialized experience is defined as: experience related to the tracking and execution of annual operating budgets using a complex financial management system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS-11 level Specialized experience is defined as: experience related to the tracking and execution of annual operating budgets using a complex financial management system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration, finance, public administration, economics, statistics, or other closely related field. (Note: You must attach a copy of your transcripts.) OR Have the specialized experience as described above, but less than one year; and have at least two years of graduate education as described above, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Concepts, Policies, and Principles of Budget Federal Funds Processing Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/09). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
