JOB DESCRIPTION

This position is solely supported by the funding from the Homeowner Assistance Fund Program (HAF). This is an exciting opportunity to be part of a program to assist struggling homeowners in New Jersey. The U.S. Treasury allocated $325.9 million to New Jersey to implement the Homeowner Assistance Fund (HAF), established as part of the American Rescue Plan (ARP). Through NJHMFA, the HAF program provides funds to eligible homeowners experiencing financial hardship as a result of COVID-19.

Under the supervision of the Director of Single Family Programs, oversee the operations of the HAF unit for the Single Family Division, including the handling of in-process, approved, and denied applications, and appeals submitted for review to HAF staff; provide supervision of managerial, supervisory and individual contributor staff; assign, review, and establish performance goals; instruct subordinates in the performance of their work to ensure compliance with HMFA policies and procedures and provide feedback; conduct staff training where required; review work for completeness, accuracy and compliance; develop Key Performance Indicators (KPIs) to measure staff productivity, gauge training needs, and provide feedback; incorporate KPIs into division and staff goal setting and performance reviews; participate in ongoing strategic planning for New Jersey Homeowner Assistance Fund programs; assist in the continued refinement and implementation of HAF Program policies and procedures; ensure proper staffing levels by working with Human Resources and Division Director to post, interview, hire and train permanent and temporary staff as needed; work with housing counseling agencies and other vendors to troubleshoot issues and make recommendations; oversee the tracking of housing counseling agencies and other vendors pipeline and application submission flow to HAF staff; monitor the service, controls, and ongoing viability of HAF vendors in accordance with the applicable agency and or investor guidelines; participate in the evaluation, selection, transition, and monitoring of third party contractual agreements; oversee the preparation of responses to local, State and Federal officials regarding HAF programs; assist in the preparation of monthly and quarterly reports to Federal offices and oversee reporting submissions on HAF; perform related duties and special projects as required.

    MINIMUM REQUIREMENTS

    EDUCATION/EXPERIENCE:

    Four (4) year degree; extensive related mortgage or housing program experience and five (5) years of supervisory experience; or an equivalent combination of education and experience that meets the required knowledge, skills and abilities.

    SKILLS:

  • Knowledge of Agency HAF program guidelines.

  • Ability to gather, analyze and interpret information and statistical data, to draw conclusions and to make appropriate recommendations.

  • Ability to plan, and review responses to inquiries from local, State and Federal officials regarding NJ Homeowner Assistance Fund programs.

  • Ability to organize and accomplish multiple assignments simultaneously.

  • Ability to establish and maintain effective working relationships with colleagues and outside counterparts.

  • Ability to communicate effectively both orally and in writing and to actively listen.

  • Ability to supervise the work performance of others.

  • Ability to plan and execute strategic goals for the HAF Division and align staff with these goals.

  • Ability to manage the workflow of various processes (application, counselor, processing/underwriting and closing pipelines)

  • Ability to maintain a positive work atmosphere in an appropriate manner of behavior that ensures cooperation and effective communication with customers, clients, peers and management.
