Summary The Chief of Quality, Safety, and Value (QSV) executes leadership that is characterized by substantial and continuous responsibility and accountability for integrated programs that cross service and/or discipline lines and influence organizational mission and health care. Responsibilities VA offers a comprehensive total rewards package: VA Nurse Total Rewards The Chief of QSV has duties and responsibilities that encompass the management of the Quality Management Programs such as Performance Improvement (Pl), External Performance Review Program (EPRP), VA Surgical Quality Improvement Program (VASQIP), Ambulatory Care Accreditation, Risk Management (RM), Peer Review Program, Controlled Substance Coordination (CSC), Patient Safety, Data Analysis and Interpretation, and Credentialing and Privileging. You will report directly to and be supervised by the Healthcare System Director. Provide direction, coordination, and support to the VA Texas Valley Coastal Bend Health Care System in relationship to all Quality Management Programs including Credentialing and Privileging, Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN), and VA Texas Valley Coastal Bend Health Care System policies and objectives. As an active member of the Health Care System Senior Leadership Team, you will demonstrate professional practice in leadership assignments and is part of the key component in continuous improvement for strategic planning, organizing, directing and controlling program resources to include financial, human, material and/or informational to aid in the forecasting for long range strategic planning. You will supervise a staff consisting of clinical and non-clinical employees. Encourage the continued development and training of subordinate staff. Evaluate performance of assigned staff and initiates appropriate action in order to reward, guide, counsel, instruct, etc. Responsible for planning, organizing, initiating and directing all functions of the service ensuring the standards of the Veterans Administration (VA), Office of Inspector General (OIG), The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF) and other accrediting bodies are met. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Preferred Experience: -Certification by ABQAURP, NAHQ, CJCP, or JCCAP -4-5 years of experience in Nursing Management-Quality and Safety Management preferred -4-5 years of experience with The Joint Commission (TJC), CARF, and/or OIG surveys -1-2 years of experience managing peer review, risk management, credentialing, infection prevention and control and/or performance measures -Six Sigma/Systems Redesigns experience-yellow belt and higher -1-2 years of experience with controlled substance inspection Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The position requires moderate lifting and carrying (15-44 pounds), straight pulling (0.5 hours), pushing (0.5 hours), reaching above shoulder, walking (5.3 hours), standing (5.3 hours), repeated bending (5.3 hours), ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, depth perception, ability to distinguish basic colors, and hearing (aid permitted). Education The Associate Degree Nursing (ADN), Bachelor of Science degree in Nursing (BSN), or Master of Science degree in Nursing (MSN) must be fully accredited by the Accreditation Commission for Education in Nursing (ACEN) or the Commission On Collegiate Nursing Education (CCNE).
