The Director is the liaison between CHA and over twenty organizations that occupy space at non-residential facilities. The Director will oversee the management of the day-to-day operations of the Charles A. Hayes Family Investment Center, the Pope and the Overton buildings, and maintaining all non-residential sites and over 1,200 vacant lots. The Director will assist in implementing standard lease agreements for non-profit organizations and for CHA non-residential sites and usage of vacant land.

This position is responsible for four full time employees and oversees the booking process for reserving space at the Charles A. Hayes Family Investment Center.

SUMMARY OF PRIMARY ACCOUNTABILITIES

• Create and implement procedures while maintaining a seamless customer service experience for all that utilize the facilities and minimizing issues by being proactive

• Implements cost analysis to ensure that pricing is aligned with community rental rates and CHA goals and market the center to increase revenue.

• Responsible for maintaining the cleanliness and facility upgrades as well as ongoing repairs.

• Negotiates lease terms and agreements for non-residential facilities.

• Sets challenging cross-functional team goals aligned with the agency.

• Oversees the purchase of equipment and capital expenditures.

• Develops operational procedures and plans for managing/retaining staff talent within the department.

• Analyzes data from multiple sources, report findings on a monthly basis and makes recommendations to improve results.

• Oversees requisition process.

• Manages the overall day-to-day operations for a 30,000 square foot building which includes six organizations that serve the CHA residents and the greater Chicago community.

• Conducts community outreach utilizing innovative marketing and networking techniques to educate the general public regarding the FICs available resources.

• Carries out supervisory responsibilities (e.g., participating in interviews, hiring, performance reviews, and training and developing of staff). Ensures that the appropriate staff are contacted to perform maintenance on-site.

• Assists in developing and monitoring the annual budget; tracks expenses and revenues generated; tracks daily weekly, monthly, and yearly attendance figures.

• Promotes awareness by developing and implementing marketing strategies for the facility: promotional events, marketing tools, facility advertisements, pricing strategies.

• Investigates and resolves complaints or inquiries concerning the operations of the portfolio.

EDUCATION AND ADDITIONAL REQUIREMENTS:

This position requires a Bachelor’s Degree in Public or Business Administration or a related field, and a minimum of five (5) to seven (7) years of project management and contract management or negotiation experience. Additionally, the Director must be able to track and perform a large volume of tasks daily and provide excellent follow-up on assigned tasks. Must have general knowledge of business, management, finance, and accounting including budgeting activities and experience in planning, prioritizing, and organizing a complex workload.

This position requires knowledge of HUD leasing regulations and reporting requirements governing public housing management. Effective verbal, written, and interpersonal communication skills are needed. Must be able to work well in an environment with frequent priority changes. The position may require weekends, nights, or be on-call as a regular part of the position. Must have a valid Illinois driver’s license in good standing and be able to drive a vehicle.

Salary Range: $110,000 - $120,000

Grade: S10
