Summary This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled. Responsibilities Function as a lead Investment appropriation analyst establishing the master schedule for logical sequencing and timely accomplishment of the budgeting cycle for one or more appropriations. Write, develop financial management guidance and policy directives necessary to improve in the effectiveness and efficiency of agency financial operations. Provides specialized financial and reporting services, management advice, and assistance to support the Agency?s Organizations in the application of financial concepts, principles, practices, laws, and regulations. Performs ongoing and special financial reviews of budget and financial resources of Agency Investment appropriations. Interprets, analyzes, and assesses the effectiveness of current and proposed process changes that directly affect financial operations and financial systems. Assures that policies and programs conform to principles and practices, and meet the requirements of Congress, OMB, Treasury, and OSD, while responding to a wide range of agency financial request for information. Provide data for program execution reviews, analysis and appraisal of budget and funding to aide senior leaders in decision making. Requirements Conditions of Employment Qualifications Specialized Experience: For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. GS-13: Specialized experience is defined as experience with the different Investment appropriations and budget execution; and experience effectively communicating or presenting technical information orally and in writing. For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. GS-14: Specialized experience is defined as experience in the different Investment appropriations and budget execution; providing technical guidance to management or higher-level officials on budgetary and financial management laws, polices, procedures, regulations, and directives for appropriated funds. Candidates must describe how their experience meets the specialized experience requirement within the body of their resume. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Salary will be determined based on the duty location after selection. The salary listed reflects the 2023 General Schedule Base scale.
