Summary The primary purpose of the position is to serve as the Administrative Officer (AO) for the Environmental Management Service (EMS) and is responsible for the coordination and monitoring of all Environmental Management Service administrative programs. The duties include (but are not limited to) coordination of surveys and reports, performance improvement activities, policy development, budget and financial management, procurement and contracting, statistical and other administrative functions. Responsibilities Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters. Compiles information prepares administrative reports for management briefing and sharing with work groups. Maintaining all current documents necessary to meet the requirements of external reviews for the VA. Performs service improvement monitoring and other service-related performance measures. Analyzes and evaluates problems, makes recommendations, and devises solutions. Work Schedule: Monday - Friday 07:30am - 4:00pm Telework: Ad-hoc (as needed) - as determined by the agency policy. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience/education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Preparing procurement requests, evaluating proposals for work, acting as a Contracting Officer's Representative (COR) for procurements, and/or maintaining procurement records; Performing clerical and administrative duties such as reviewing correspondence and documents; Giving advice and instruction to subordinate offices; Preparing regular and special records such as but not limited to time/attendance, leave, records management; Controlling schedules, and activities of managers, establishing priorities, refusing or rescheduling appointments; Participating in the planning for budgeting needs and financial management. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully complete a, master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related to the position. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and One year of full-time graduate education beyond the first 18 semester hours of a course of study leading to a master's degree is creditable toward meeting the specialized experience requirements. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
