Summary This position is located in the Division of Depositor and Consumer Protection, New York Regional Office of the Federal Deposit Insurance Corporation, and provides support in the areas of fostering ongoing communication between banks and community-based organizations (CBOs), research and analysis, education, and the management of assigned projects. Responsibilities Prepares annual strategic business plans specific to each economic inclusion opportunity area and establishes short term and long-term objectives to meet the Branch and Division. Coordinates the development of criteria to measure program accomplishments. Monitors program initiatives and prepares management reports tracking regional, branch and division goals and accomplishments in the incumbent’s respective region. Contributes and directs work products that foster ongoing communication between the FDIC and financial institutions, other regulatory agencies, community-based organizations and consumer groups to increase their involvement in CRA and community development projects that contribute to the stabilization and revitalization of communities, including low- and moderate income areas. Develops, executes and maintains strategic partnerships to promote economic inclusion and community development with various national, state and local partners. Leads special projects and task forces that conduct studies and make recommendations associated with economic inclusion and community development. Leads and develops strategies to enhance the visibility of the FDIC’s economic inclusion programs and partnerships. Represents the FDIC as a speaker or participant at events related to CRA, community development, economic inclusion and other selected initiatives, including meetings with bankers and bank associations, and at educational forums for financial institutions, community-based organizations, consumer groups, and other appropriate public and private sector audiences. Supervises and directs the work of subordinate professional, administrative and detailee staff to facilitate a cohesive working environment. Develops performance standards and provides guidance and feedback to employees regarding work performance to help enhance their knowledge, skills and abilities. Counsels employees on work issues. Interviews candidates and recommends or selects appointments, promotions, and transfers. Administers disciplinary actions; identifies training needs; provides oversight for quality work products; submits recommendations for corporate awards. Requirements Conditions of Employment Completion Of Financial Disclosure May Be Required. Minimum Background Investigation (MBI) required. THIS IS A TEMPORARY ASSIGNMENT FOR 6 MONTHS AND MAY BE EXTENDED FOR AN ADDITIONAL 6 MONTHS. The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis. This assignment may be terminated early or extended based on management’s needs. If temporarily promoted, the temporary promotion cannot exceed five (5) years, nor can it be made permanent. If the duration of the assignment is one year or less, the employee will be returned to a position that is comparable to his or her permanent position (i.e., same series, grade, and duty location) in the same or successor Division/Office. If, however, the temporary assignment exceeds one year (including extensions beyond one year of the initial temporary appointment of one year or less), and the position is in a different Division/Office from the employee’s permanent Division/Office, the employee will not be returned to his or her permanent position of record. Instead, the employee will be placed in a position comparable to his or her permanent position of record (at the same grade and pay) in the Division/Office and duty location where the temporary assignment is located. Since the extension of a temporary assignment beyond one (1) year will directly impact the employee’s return rights to his or her permanent Division/Office, the employee must concur in advance with any extension of the temporary assignment beyond one (1) year. At the end of the temporary promotion (if temporarily promoted), the employee’s basic pay will be set at the rate received prior to being temporarily promoted, regardless of length of the temporary promotion. The pay rate shall be increased to reflect pay increases (if any) received while temporarily promoted, as long as the resulting rate does not exceed the new range maximum. Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience leading a team and facilitating partnerships between financial institutions and/or community-based organizations to promote community development and economic inclusion, including the Community Reinvestment Act, in low- and moderate-income communities. Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement.
