Summary You will serve as a SUPERVISORY PROGRAM ANALYST in the EXECUTIVE SUPPORT OFFICE of PORTSMOUTH NAVAL SHIPYARD. Responsibilities You will plan, organize and direct the activities of the Executive Support Office, reviewing all department programs to establish goals, need for reassessment of goals or need for changes in directions. You will serve as liaison for programs or initiatives, as directed, such as Shipyard transformation, organizational restructuring or consolidation efforts, development of vision and mission statement changes, and diversity. You will direct the implementation and administration of all non-technical training and development through the Command University which includes the Individual Development Plan/ Organizational Development Plan program, Mentoring Program and etc. You will serve as the Shipyard Commander's representative in dealing with senior Shipyard management and with external agencies or entities. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience analyzing complex problems and issues associated with Shipyard operations. * Experience providing leadership and direction in planning, organizing, and implementing assigned support programs designed to improve overall Shipyard operations. * Experience with the current principles and practices of managing large industrial facilities or programs. * Experience ensuring the Equal Employment Opportunity program support requirements are met and that all related activities meet the command's policy goals. * Experience developing, tracking, and assessing the progress and effectiveness of program initiatives. * Experience reviewing staffing justifications, and directing the balance of personnel resource allocations for an entire activity.
